I am looking for software (or freeware) or a way to limit downloads preferably allow them to download only with a password (the y keep downloading viruses!) I would also like freeware to limit the time on the computer and only allow me to log them in. Thanks to anyone that can help!!
I know you specifically requested software but a much more reliable and precise way to control "unwanted" downloads would be to limit access via your router, if you have one. With the right firmware, you can control things such as program filtering, content filtering and limit "internet time" to certain hours of the day. Trust me, we've got a teenager and I feel your pafreeware software downloads onlyin.

If you are using one computer connected directly to a broadband modem (cable or dsl) without a router, your choices for something cheap and easy to administer become a little more limited. You may want to consider password protecting your main user account and creating limited "guest" accounts for the kids. This will help eliminate things from being "mysteriously installed" without your consent. Please note, this is only a rough "band-aid"freeware software downloads only; and some nasty stuff is still likely to get through unless you are very diligent watching over what your kids download.
You can always consider activating Content Advisor in Internet Explorer but it really is a pain to whitelist EVERY site that is ok for your kids to go to. Of course, you can always go with pay solutions such as CyberSitter or NetNanny but those are of questionable value as well.
I've been in your exact situation and the answer was a firmware upgrade on my router. I don't know how I survived without it. Good luck!
